Saudi Arabia has achieved a major milestone in its energy transition with the signing of 15 Power Purchase Agreements (PPAs) in 2025, representing a combined production capacity of 24.389 GW.
The agreements mark one of the largest annual expansions of power generation capacity globally, reinforcing the Kingdom’s commitment to sustainable and cost-efficient energy development.
The signed projects span multiple regions across the Kingdom and include a diverse mix of solar and wind power assets.
Key projects include Hajar (3,010 MW), Bisha (3,000 MW), Humai (3,000 MW), Afif 1 and Afif 2 (2,000 MW each), Khulis (2,000 MW), Starah (2,000 MW), Dawadmi (1,500 MW), Najran (1,400 MW), Rabigh 1 (1,179 MW), Shaqra (1,000 MW), Yanbu (700 MW), Samtah (600 MW), Ad Darb (600 MW), and Sufun (400 MW).
A notable highlight of the year was the Dawadmi wind project, which achieved a new global record for the lowest cost of wind power generation at 1.33 US cents per kilowatt-hour. These achievements underline Saudi Arabia’s leadership in renewable energy procurement, driven by competitive pricing, strong investor confidence, and the strategic role of the Principal Buyer in advancing the Kingdom’s Vision 2030 energy goals.
