Kuwait National Petroleum Company (KNPC) has received bids for the “Enhancement of Desalinated Water Import and Storage Facilities” project at the Mina Al Ahmadi Refinery, marking another strategic step toward strengthening utility infrastructure at one of Kuwait’s largest refining complexes.
According to the submitted proposals, three major contractors participated in the tender process. Alghanim International emerged as the lowest bidder with an offer valued at approximately KWD 36.99 million.
The other bidders include SPEC Gulf General Trading & Contracting with a proposal worth around KWD 63.90 million, and Heavy Engineering Industries & Shipbuilding Co., which submitted a bid valued at nearly KWD 60.61 million.
The project is expected to enhance the refinery’s desalinated water import capabilities and expand storage infrastructure, supporting reliable utility supply for refinery operations. Water infrastructure plays a critical role in refining activities, including cooling systems, steam generation, firefighting reserves, and operational continuity.
The planned upgrade reflects KNPC’s continued focus on improving operational resilience, supporting long-term refinery efficiency, and strengthening infrastructure reliability across its downstream assets. The Mina Al Ahmadi Refinery remains a key component of Kuwait’s energy sector and export-oriented refining network.
Importance of the Project
This project is strategically important for several reasons:
- Critical Utility Infrastructure: Desalinated water is essential for refinery operations in the Gulf region, where freshwater availability is limited. Any disruption in water supply can directly impact refining performance and operational stability.
- Operational Reliability: Expanding water import and storage facilities improves redundancy and emergency preparedness, reducing the risk of operational interruptions.
- Support for Large-Scale Refining Operations: Mina Al Ahmadi is one of Kuwait’s primary refining hubs. Infrastructure modernization helps sustain production efficiency and supports long-term asset integrity.
- Industrial Resilience and Sustainability: Enhanced water management infrastructure aligns with regional efforts to improve resource efficiency and industrial sustainability, particularly amid rising operational and environmental standards.
- Strong Contractor Competition: The significant gap between the lowest and highest bids indicates strong competition within Kuwait’s EPC and industrial contracting market, particularly for strategic oil and gas infrastructure projects.
