EDF,Jinko Power consortium submits lowest bid for Abu Dhabi’s 2GW Al-Dhafra Solar PV project

UAE’s Emirates Water and Electricity Company (EWEC) announces the bid results for its 2000MW Al-Dhafra Solar Photovoltaic (PV) Independent Power Producer (IPP) project.

A consortium led by France’s EDF and China’s Jinko Power submitted the lowest tariff for the project, which is to be considered as world’s lowest tariff for solar power.

The consortium submitted a weighted levelised electricity cost (WLEC) tariff of AED 3.2046 fils/kWh ($0.8732 cents/kWh) and an evaluated weighted levelised electricity cost (EWLEC) tariff of AED 2.9117 fils/kWh ($0.7934 cents /kWh).

The received tariff AED 4.97 fils/kWh ($1.35 cents/kWh) on a levelised electricity cost (LEC) basis, which is approximately 44% lower than tariff set three years ago on the ‘Noor Abu Dhabi’ project – Abu Dhabi’s first large-scale solar PV project and a world record tariff-setter at the time.

  • EDF,Jinko Power – $0.7934 cents/kWh
  • Acwa Power – $0.9254 cents/kWh
  • Marubeni, Total Solar – $1.0120 cents/kWh
  • Engie, Alfanar – $1.0743 cents/kWh
  • Softbank Energy, Eni – $1.2084 cents/kWh

Project’s scope of work included the financing, construction, operation and maintenance of the solar plant, including installation of solar PV modules, inverters, connection to the transmission network and associated facilities.

The project location is in Al Dhafra region in the Emirate of Abu Dhabi, United Arab Emirates.

The successful developer will form a special purpose vehicle (SPV) company in partnership with EWEC. The successful developer will own up to 40 per cent of the SPV, with the Abu Dhabi government to hold the remaining 60 per cent stake.

The Al Dhafra Solar PV project will have the capacity to power approximately 160,000 households across the UAE with electricity. It will be almost double the size of the approximately 1.2GW Noor Abu Dhabi solar plant, amongst the largest operational solar PV plants in the world , which commenced commercial operations in April 2019.

Once operational, the Al Dhafra Solar PV project will lift Abu Dhabi’s total solar power generation capacity to approximately 3.2GW. This will reduce the Emirate’s CO2 emissions by more than 3.6 million metric tons per year – equal to removing around 720,000 cars from the road improving efficiency and driving sustainability, while catering for the growth in demand across the UAE.
