NEOM Green Hydrogen Project reaches 80% Construction Completion

NEOM Green Hydrogen Company (NGHC) announced that it reached 80% construction completion at the start of Q1 2025 across all project sites — the green hydrogen facility, wind garden, solar farm, and transmission grid.

Located at Oxagon in NEOM, construction of the world’s largest green hydrogen plant is advancing rapidly. Milestone equipment is now being received and installed, including wind turbines, hydrogen storage vessels, electrolysers, the cold box, and pipe racks. The plant remains firmly on schedule, with 4 GW of solar and wind power generation set for completion by mid-2026, followed by commissioning of the electrolysers and first ammonia product availability in 2027.

NEOM Green Hydrogen Company (NGHC), an equal production joint venture of ACWA Power, Air Products and NEOM, is establishing the world’s largest green-hydrogen-based ammonia production facility run on renewable energy. This mega-plant will produce up to 600 tonnes per day of carbon-free hydrogen in the form of green ammonia as a cost-effective solution for transportation and industrial sectors globally.

This project is based on proven technologies. Novel aspects include the integration of these technologies, particularly at this scale, and utilizing ammonia to transport the hydrogen to global markets. The project will save the world about five million metric tonnes per year of carbon emissions (CO2).

Air Products is the primary EPC contractor and system integrator, and the exclusive off-taker of the green hydrogen produced in the form of green ammonia at the NGHC facility.

In May 2023, NGHC achieved a landmark financial close of $8.4 billion, supported by a $6.1 billion non-recourse loan from 23 local, regional, and international banks and financial institutions, including SIDF and NIF.

This pioneering project directly supports the Kingdom’s Vision 2030 ambitions to drive economic diversification and global leadership in clean energy — paving the way for Saudi Arabia to become the world’s leading hydrogen producer while strengthening its role as a key player in the global energy sector.
