SSEM Submits the lowest bid of $22.4 million for Dammam’s 115/13.8kV Substation

Saudi Arabia’s Ministry of National Guard announces the bid results for “Power Supply to National Guard 115/13.8kV Substation-2”.

The project location is in Dammam, eastern region of Kingdom of Saudi Arabia.

A total of ten bidders has submitted the proposals. Saudi based Construction Company, Saudi Services for Electro Mechanical Works Co. (SSEM) has submitted the lowest bid.

SSEM has submitted the price of SAR 83.9 million (1$=3.75 SAR)

Project Description:

To meet with the expected power requirement of Ministry’s Housing Project, the Ministry invited the tender for construction of 115/13.8kV Substation and associated cable works.

Project involves the construction a new indoor 132/13.8 kV Gas Insulated Substation, arranged in double bus single breaker configuration.

The Substation shall be equipped with IEC 61850 standards based technically and economically optimized Substation Automation System (SAS) and will be remotely controlled from the SEC’s Power Control Center (PCC) through SCADA and Communication.

The project scope of work includes the following major material:

  • 115kV Gas Insulated Switchgear
  • 50/67MVA, 115/13.8kV Power Transformers
  • 13.8kV Switchgear
  • 13.8kV, 7MVAr Capacitor Bank
  • 500kVA, 13.8kV/400-230V Station Service Transformers
  • MV Power Cables and Terminations
  • AC/DC Auxiliary Power Supply
  • Surge Arresters
  • Control/Protection System
  • Substation Automation System (SAS)
  • Communication System
  • Fire Detection/Alarm and Safety and Fire Protection System
  • Civil/Structural works and Mechanical works

Project scope of work also includes extension of existing 115kV GIS by two bays at Source Substation. Additions/modifications of Protection, Control system at Source Substation is also part of the contract.

For connection of 115kV network, Project scope of work involves the 115kV, double circuit, 1200Sq.mm Cables between new substations to source substations, of approximate route length 3.05km is part of the contract.

The project will be implemented and supervised by National Grid SA.

The Contractor shall perform on Lump sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of new substation work in a satisfactorily working and operating condition.
