L&T Secures an order of $56 million for Rabigh Solar PV 380/110kV Substation

Saudi Electricity Company (SEC) awarded the project “Construction of 380/110kV Rabigh PV Solar Substation”.

The project has been awarded to Indian based construction company, Larsen & Toubro (L&T) 

The value of signed contract is SAR 209,800,000 (1$=3.75 SAR).

The Substation is made to interconnect the proposed Renewal Energy (Solar) Power Plant at Rabigh area around 150km from Jeddah.

The Planned Capacity of the total Solar Power Plant is 600MW. As part of Phase-1, RFP for 300MW is already issued by REPDO.

The Proposals for Rabigh’s 300MW Solar Power Plant is under review by REPDO.

Earlier, During October 2019, a total of ten bidders has submitted the proposals. Upon technical, commercial and local content evaluation, the project has been awarded to contractor.

Rabigh Solar PV 380/110kV Substation:

The BSP is made to interconnect the proposed Renewal Energy (Solar) at Rabigh area in western region, with a capacity of  300MW will be injected to Saudi Electricity Company’s transmission system as phase-1. The Project Scope of Work involves two Portions:

Portion 1:

Portion 1 of the Project involves the construction a new indoor 380/110 kV Gas Insulated Substation, named as Rabigh PV (RBG PV) 380/110 kV BSP. It includes protection, control, communication and SAS/SCADA systems.

The BSP shall be equipped with IEC 61850 standards based technically and economically optimized Substation Automation System (SAS) and will be remotely controlled from the SEC’s Power Control Center (PCC) through SCADA and Communication.

The Substation consist of following major equipment:

  • 380kV Gas Insulated Switchgear (GIS)
  • 110kV GIS
  • 13.8kV Switchgear
  • 502MVA, 380/110/13.8kV power transformers
  • 2.5MVA, 13.8kV/400V-230V Station Service Transformers
  • 13.8kV Grounding Transformers
  • HV/MV Power Cables and Terminations,
  • AC/DC Auxiliary Power Supply,
  • Surge Arresters
  • Control/Protection System,
  • Substation Automation System (SAS)
  • Communication System
  • Fire Detection/Alarm and Safety and Fire Protection System
  • Civil/Structural works and Mechanical works
  • Security System of Class-1
  • Environmental and Social Impact Assessment Study

Portion 2:

Portion 2 of the Project involve Design and construction of two (2) 380kV Double Circuit Overhead Transmission Lines Loop In & Loop Out to establish following Circuits:

  • RABIGH PV BSP – RABIGH IPP BSP (CKT 1 & 2) with approximate route distance of 1.65 km 
  • RABIGH PV BSP – THUWAL BSP (ONE CIRCUIT) / SAMER BSP (ONE CIRCUIT) with approximate route distance of 1.70 km.

The project involves using 4 x 795/403 kcmil/mm2, ACSR/AW “Condor” type conductors per phase, along with OPGW and Optic Fiber cables.

Project Summary:

The Contractor shall perform on Lump sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of new substation work in a satisfactorily working and operating condition.

Contractor needs to achieve the final acceptance of the works by 29 months from Contract Signing Date.
