Delta Company Submits the lowest bid of $64.7 million for Al Reggah 115/13.8kV Substation

Saudi Arabia’s Royal Commission for Jubail & Yanbu (RCJY) announces the bid results for the project “Construction of Al Reggah 115/13.8kV Substation”.

The Project location is in Jubail, eastern region of Kingdom of Saudi Arabia.

A total of 14 bidders has submitted the proposals. Saudi based Construction Company, Delta Company Limited has submitted the lowest bid.

Delta Company  has submitted the price of SAR 242,637,619 (1$=3.75 SAR)

Project Description:

The Royal Commission for Jubail & Yanbu (RCJY) is planned to develop Al-Reggah 115/13.8kV Substation (named as 18BD) including incoming 115kV cable feeders from source substation in order to supply the power for Al Reggah district and part of the City Centre. Project involves the construction a new indoor 115/13.8 kV Gas Insulated Substation, arranged in double bus single breaker configuration.

The Substation shall be equipped with IEC 61850 standards based technically and economically optimized Substation Automation System (SAS) and will be remotely controlled from the SEC’s Power Control Center (PCC) through SCADA and Communication.

The Substation consist of following major equipment:

  • 115kV Gas Insulated Switchgear (GIS)
  • MV Switchgear
  • 50/67MVA, 115/13.8kV power transformers
  • 7MVAr Capacitor Banks
  • 1.5MVA, 13.8kV/400V-230V Station Service Transformers
  • HV/MV Power Cables and Terminations,
  • AC/DC Auxiliary Power Supply,
  • Surge Arresters
  • Control/Protection System,
  • Substation Automation System (SAS)
  • Communication System
  • Fire Detection/Alarm and Safety and Fire Protection System
  • Civil/Structural works and Mechanical works
  • Security System

Project scope of work also involves the 115kV Cables works between new substation to source substation, of approximate route length 30km.

Project Summary:

The Contractor shall perform on Lump sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of new substation work in a satisfactorily working and operating condition.

The project will be supervised and implemented by National Grid Specifications and standards.
