Saudi Arabia announces Shortlisted Bidders for Round Three Solar PV Projects,1.2GW

The Ministry of Energy, Saudi Arabia announces the shortlisted bidders for Round 3 of the Solar PV Projects in the Kingdom of Saudi Arabia.

Round 3 consists of 4 solar PV IPP’s with an aggregate capacity of 1,200 MW, divided into two categories:

  • Category A, which includes Wadi Ad Dawasir 120 MW Solar PV IPP and Layla 80 MW Solar PV IPP
  • Category B, which includes Ar Rass 700 MW Solar PV IPP and Saad 300 MW Solar PV IPP

The RFP’s were issued on 8 April 2020 for Category B projects and on 22 April 2020 for Category A projects.

Three bids have been submitted for each project, Category A and Category B in the course of the second quarter of 2021.

The Ministry stated that, prior to shortlisting, all bids were evaluated to ensure compliance with the RFP technical and commercial criteria. The ministry of energy expects to reach commercial closing and financial closing shortly thereafter.

Each of the four projects is obligated to meet the local content requirements imposed by the Local Content and Government Procurement Authority, which aims at increasing the value-added contribution of products and services to the national economy. The successful bidders will enter into a 25-year PPAs with the Saudi Power Procurement Company (SPPC) as an offtaker.
