Saudi Arabia’s REPDO announces prices of shortlisted bidders for 1.4GW Solar PV Projects

The Renewable Energy Project Development Office (REPDO) of Saudi Arabia’s Ministry of Energy has announced the prices of shortlisted bidders  for Round Two Category B Solar PV Projects.

Round Two Category ‘B’ projects consist of four projects of Total Capacity 1.4GW,  namely Jeddah Solar PV IPP, Rabigh Solar PV IPP, Qurayyat Solar PV IPP and Fais Solar PV IPP.

The Request for Proposals (RFP) for Round 2 Category B projects was released on 18 July 2019.

A total of four bids was submitted on 20 January 2020 for each of the project.(read more)

However, REPDO announces the bid results for Jeddah Solar PV IPP, Rabigh Solar PV IPP, Qurayyat Solar PV IPP.

The results of the bids in respect of Al-Faisaliah PV IPP will be announced in April 2020 after completion of the Best and Final Offer (BAFO).

Following are bid results for the project wise:

Jeddah PV IPP (300MW)

  • MASDAR, EDF Renouvelables S.A., Nesma – 6.09042 Halala/kWh
  • ACWA Power, Al-Babtain Holding Investment Company, Gulf Investment Corporation – 6.215 Halala/kWh
  • Marubeni, Al Jomaih E&W – 6.333641 Halala/kWh
  • Total Solar, Altaaqa, Al Gihaz – 6.78297 Halala/kWh

Rabigh PV IPP (300MW)

Al-Faisaliah PV IPP

As per REPDO, For Al-Faisaliah PV IPP, the bids received from the lowest two bidders were extremely close and the difference in LCOEs was within statistical margin of error.

The Ministry of Energy, in accordance with the RFP provisions, has therefore decided to shortlist the two consortia led by the following Managing Members and proceed with a Best and Final Offer (BAFO):

  • Abu Dhabi Future Energy Company PJSC – MASDAR, and
  •  International Company for Water and Power Projects (ACWA Power)

The results of the bids in respect of Al-Faisaliah PV IPP will be announced in April 2020 after completion of the BAFO.

Round Two Category B projects carry a minimum requirement of 17% local content as calculated by the mechanisms defined by the Local Content & Government Procurement Authority (LCGPA), which aims to increase the value-added contribution of products and services to the national economy.

Successful Bidders will enter into a 25-year Power Purchase Agreement (PPA) with the Saudi Power Procurement Company (SPPC) as Offtaker.
